NEW COUNTY ADMINISTRATION BUILDING
Isle of Wight, Virginia
PMA served Isle of Wight County, Virginia to manage the design and construction of a new, 14,000 square foot County Administration Building and renovations to the existing Administration Building.
The new $3.5 million building houses offices for the County Administrator, County Attorney, Commissioner of Revenue, and the Treasurer, Human Resources and Budget & Finance Departments.
Powell Management's services included design phase management, bid and award services, on-site construction management and construction inspection.
SURRY COUNTY COURTHOUSE AND GOVERNMENT CENTER
PMA has been retained to provide Construction Management services for a $10.8 millionProject which includes a two-story addition and Renovation to Surry County’s historic Courthouse and an 11,300 square foot addition to and renovation of the Government Center.

PMA's services, which were curtailed and modified due to a severe County budget situation, included a full compliment of Construction Program Management services including managing the work of multiple design firms, development and management of the design consultant selection for the Eastern Shore Regional Jail, as well as on-site construction management.
POLICE & COURTS FACILITY
Following the destruction caused by Hurricane Floyd, the City of Franklin retained Powell Management Associates to
manage the design and construction of this new 20,000 square foot building to house the City's Police Department and Emergency 911 Communications Center, as well as the City General District Courts.
Powell Management provided full Construction Program Management services for this $3.7 million building.
CARROLLTON VOLUNTEER FIRE DEPARTMENT
Powell Management Associates was retained by the Isle of Wight County Emergency Management Department to provide Construction Management assistance on a $1.2 million expansion and renovation of the existing fire/rescue station in Carrollton, Virginia.
NEW CITY HALL
Following the destruction caused by Hurricane Floyd, the City of Franklin retained Powell Management Associates to manage the design and construction of it's new, 30,000 City Hall. The $3.7 million facility houses the City Council Chambers, the City's Building & Inspections Department, Commissioner of Revenue, Human Resources, Treasurer's, and School Board offices.
Powell Management was first retained by Southampton County Schools to provide Construction Program Management services for two new elementary schools with a totalcost of $13 million. PMA was then asked to oversee two “fast-track” renovation projects at two existing elementary school buildings. Currently, Powell Management is providing Construction Program Management services for the new $18 million Riverdale Elementary School near Franklin, Virginia.
THE SMITHFIELD CENTER
Powell Management Associates provided full Construction Program Management services for the construction of The Smithfield Center,
a 15,400 square foot multipurpose community conference and banquet facility featuring state-of-the-art audio and video systems, as well as commercial kitchen facilities.
SUFFOLK CENTER FOR CULTURAL ARTS
Powell Management Associates is presently serving as the Owner’s representative providing various Construction Program Management services for the renovation of this 1929 high school building, which is being redesigned into a new cultural arts center for Suffolk, Virginia through a $22 million restoration of the existing façade and adaptive reuse of the interior. A public/private partnership between the City of Suffolk and a private foundation, the project is taking advantage of historic tax credits.
ROUSE TOWER RENOVATION
Newport News, Virginia
Powell Management Associates is presently serving as the Owner’s representative providing various Construction Program Management services for the $6,750,000 renovation of the 12-story Rouse Tower office building for the Economic Development Authority of the City of Newport News. The 32 year old building is undergoing hazardous materials abatement, replacement of mechanical systems, renewed interior finishes, new lighting, exterior building and site landscaping improvements, and a modernized life safety system. The 150,000 square foot building houses the City’s Department of Social Services as well as other, private tenants.
CITY OF NORFOLK
RENOVATION OF HISTORIC SELDEN ARCADE
Powell Management Associates is presently providing Construction Management and Construction Inspection services for the multi-phase $4.5 million renovation of this historic building in downtown Norfolk.
PMA's services for the City include coordination of multiple architectural/engineering consultants, coordination with existing commercial tenants, on-site management of multiple construction contractors, change order negotiation, problem solving, and construction inspection for hazardous materials abatement and new construction work.
DIXON STREET PARK
Powell Management Associates was initially engaged by the City of Fredericksburg to assist with the resolution of a significant construction contract claim on this $3.8 million community park.Following the successful negotiation and resolution of that claim (to the City's benefit), Powell Management was requested to remain on the project assisting the City's design consultant with various construction administration tasks, including the final project closeout.
The City also engaged Powell Management to negotiate design services contracts for a new $4 million Family Aquatic Center and a $2 million replacement headquarters for the FREDTransit local public bus system.
WESTERN TIDEWATER REGIONAL JAIL
Powell Management Associates was retained by the Western Tidewater Regional Jail Authority to provide Full Construction Project Management Services on this new 472 bed facility, when originally completed in 1992. The facility was the first regional jail in Virginia, developed following adoption by the Virginia legislature of a plan to provide State funds for up to fifty percent of the cost of constructing such regional jails. The indirect supervision facility is a single story with mezzanine with five pods including single inmate cells and dormitory type housing. The building is designed for an ultimate expansion of up to 700 beds housing inmates of all security levels.
In 1999, the Jail Authority again selected Powell Management Associates to manage the design and construction of an expansion. The expansion added a single pod to the original plan, providing four additional 20-man dormitories, and upgraded new technologies in the facility-wide jail control system.
PMA successfully managed construction for the beautiful new Glenwood Branch Public Library and for construction and upgrades to Howard County's fire stations. PMA works hard to earn the trust placed in us by communities like Howard County.
